Application Clinic: Regulatory changes

12.05.2026 Teams

The amendments to the Secondary Use Act entering into force on 1 May 2026 will affect the processing, disclosure, and permit procedures related to social and health data in Finland.

While Findata’s services will remain largely unchanged despite the amendments, there are a few key changes that international data users should be aware of. At Findata’s application clinic, we will present these key changes and their practical implications.

We will cover topics such as data permit process, the compilation of data resources and applying to transfer data to secure processing environments.

In addition, we will provide an overview of upcoming legislative developments, such as the clarification of research legislation and the implementation of the European Health Data Space.

Agenda

  • The hybrid model for permit applications and data compilation
  • Findata’s regulations (data permits and data request decisions, and regulations concerning anonymisation, data permit applications, and data request applications)
  • Applying for a data permit for another secure processing environment
  • Reporting on results
  • Changes to invoicing
  • Ongoing legislative reforms
