Pricing

Our prices are based on decree of the Ministry of Social Affairs and Health on charges for work carried out by the health and social data permit authority Findata.

The current prices are valid from 1 January to 31 December 2025. See the decree on finlex.fi (in Finnish).

The total price for Findata services comprises four components

  1. The decision fee for data permit, amendment permit or data request issued by Findata
    • The decision fees are always fixed-price and based on the decree of the Ministry of Social Affairs and Health. There are also different payment categories for different types of permits, which you can find below. With the exception of the cost of processing a lapsed application, which is based on an hourly rate. No VAT is charged on public law services or decision fees.
  2. Costs incurred by data controllers for the extraction and delivery of data, based on each controller’s own regulations. The controllers determine whether or not to add VAT to the extraction costs on the basis of the final payer.
  3. Working hours used by Findata for combining, pre-processing, pseudonymising and anonymising the data
    • The hourly rate for data processing is fixed and based on the decree of public charges. No VAT is charged.
  4. Monthly fee for the secure processing environment Kapseli, if you use Kapseli for data analysis. Kapseli is always the primary secure processing environment for analysing data. VAT will be added to the monthly fee.

Data permits

Data request decisions

Expiry decisions

A fee is charged for expired permit applications. The amount of this fee depends on the permit applied for and the stage to which the processing of the application has progressed before the applicant withdraws it.

How does Findata process applications?
  1. Applicant contacts the controllers before submitting the application
    • Contact controllers directly for additional information on data or variables.
    • Request cost estimates and feasibility details from controllers.
    • Use the extraction description form (Word document, 56 KB)
    • If you are applying for a statistical data with a data request, describe the statistics generation in the Tabulation plan (Excel file, 19,2 kB)
    • If you arrange special data extraction agreements with the controller, include this in the Additional Information section of your application.
      • For example, if a clinician from the research team will perform the extraction free of charge, include details in the Additional Information section about who agreed to this and under what conditions.
  2. Applicant submits the application to Findata
    • Submit your application or any requested additional information via our e-service (asiointi.findata.fi)
    • If only additional information is required, clarifications may be submitted by email on a case-by-case basis.
  3. Findata reviews the application and invites the applicant to a remote meeting for personal consultation
    • We review data permit approximately within a week of receipt.
    • We invite the applicant to a remote Teams meeting to discuss the content of the application and to ask clarifying questions.
    • The applicant provides more information or clarification if needed.
  4. Findata sends requests for cost estimates to data controllers
    • Findata sends requests for additional information and maximum cost estimates to the controllers, who provide the data.
    • Controllers have 15 working days to respond.
    • We will forward any additional questions from controllers to the applicant.
  5. Findata sends the cost estimates of the controllers’ extraction and Findata’s data processing to the applicant for approval
    • Once we have received the cost estimates from the data controllers, we assess the working time required for processing the data and estimate the maximum total cost.
    • We provide the cost estimates for the applicant to review and accept.
    • Note that you cannot change the extraction conditions after approval. Any modifications to the extracted data will require a new application.
  6. Findata issues a decision
    • Data permits are for a fixed period.
    • If you need to store the data for purposes such as research verification, or if you plan to renew your permit or require regular updates, include these needs in your application.

Data processing and transferring

Each zip folder can be a maximum of 4 GB in size. If the total data to be transferred exceeds 40 GB, we kindly ask that you contact us in advance at data@findata.fi so we can arrange the best approach for transferring your data.

NB! This pricing model is applied instead of hourly pricing when data is transferred with a amendment permit from Findata between secure processing environments, or in transfers that do not involve a Findata permit or a Kapseli subscription.
€73.50 per zip folder
Data transferring via SupertunneliJoining and using Supertunneli API is free of charge for the sending and/or receiving organisations.

The permit holder is responsible for the data transfer costs. These costs are based on the capacity used and are provided to the permit holder as part of the cost estimate.

The maximum size for Supertunneli transfers is 1 terabyte (1 TB). If the data exceeds this limit, please agree on the transfer with Findata in advance.

Computing package prices

The price includes user rights for up to 10 users.

Kapseli prices are commercially priced fee-based services to which VAT of 25,5% is added. The prices in the price list do not include VAT.

An academic Windows license can be deployed on projects where all users are from organisations that are eligible for an academic license type. It is the responsibility of the project to ensure that the licence conditions are met. If necessary, check with your organisation’s IT support or directly with Microsoft: Windows Licence Terms and Conditions (microsoft.com)

How to switch to an academic license for Windows

If you want to switch your current Windows licence to an academic licence, please notify us at least two weeks before the start of the next billing period.

How to switch the licence in the e-service:

  1. Go to the e-service at asiointi.findata.fi
  2. Select the form: Order or update of the Kapseli operating environment or data storage service
  3. Choose: I wish to update my current environment
  4. Choose: I want to change Kapseli’s operating system
  5. In the “Kapseli’s features” section of the form, select the operating system: Windows
  6. Answer the question that appears regarding the academic Windows licence.

There are no costs associated with switching the licence.

  • A processing fee and the first 12 months’ charge are invoiced at the time of setup.
  • After the first year, invoices are issued in advance every six months.
  • Restoring data from the storage service to Kapseli or other environment is subject to a fee, which will be quoted separately.

Invoicing

With the exception of the Kapseli environment, Findata’s services are priced based on the cost value of public law services and are not subject to VAT. However, services provided within the Kapseli environment are commercially priced, and VAT (25.5%) is added.

Decision fee for Findata’s data permit, amendment permit and data request

  • We invoice the decision fee for data permits, amendment permits, and data requests once a decision has been made or the permit has been granted.

Data extraction, processing and delivery

  • We determine the data controllers’ costs for extracting and delivering data during the processing of data requests and permits. This information is passed on to the applicant. During processing, we also provide the applicant with an estimate of the maximum cost for Findata’s data processing work.
  • Once the datasets have been delivered to the recipient, we invoice the data controllers’ costs and Findata’s data processing costs. The data controller determines VAT liability based on the final recipient of the invoice. Findata processes the data controllers’ costs as a pass-through item in its accounting.

Advance invoicing for large data extraction and processing

  • If the estimated total cost of data extraction and processing exceeds €5,000.00, we invoice 70% of the costs in advance for entities other than Finnish public sector organisations, and 90% in advance for foreign entities. At the permit holder’s request, we can issue the advance invoice at a higher percentage if desired.
  • Finnish public sector organisations are not invoiced in advance unless specifically requested.

Kapseli secure processing environment

  • We invoice all Kapseli usage fees on a calendar-month basis. The processing time for all Kapseli subscriptions and changes is one month.
  • The termination period for machine packages, pause, and storage services is one calendar month. For other services, such as additional users, software licenses, and extra disk space, billing ends at the end of the calendar month in which the termination notice is given.
  • We reserve the right to adjust the Kapseli service prices if procurement costs beyond Findata’s control change.

Payment periods and terms

The invoice payment period is 21 days for Finnish customers and 30 for foreign customers.

Findata charges interest annually on overdue invoices in accordance with the amount laid down in section 4 of the Interest Act (633/1982, edilex.fi) and complying with the provisions otherwise laid down in the Interest Act. Instead of charging interest on overdue payments, Findata may alternatively charge a flat-rate late payment fee of €10.00 if the quantity of interest charged would be smaller than this.
