Findata’s service and permit fees will change in 2026

Based on the fee decree entering into force on 1 January 2026, the prices of data permits and Findata’s service fees will change. The aim of the changes is to clarify the fee categories and simplify the fee structure.

The fees charged for the services of the Social and Health Data Permit Authority are determined in accordance with the Act on Criteria for Charges Payable to the State (150/1992). The Ministry of Social Affairs and Health has issued a fee decree for 2026.

The fee categories for data permits will change so that, in 2026, there will be one reduced fee category for researcher-driven studies instead of two.

For other data permits, there will be two fee categories instead of three: a limited data permit (processing time under 7 hours) and a normal data permit (processing time over 7 hours). Previously, data permits had three fee categories (limited, normal and extensive). The fee for Findata’s ready-made datasets will be the same as for normal data permits.

In addition, fees are increased for some services and reduced for minor amendments to data permits.

The decree applies to decisions and data processing carried out in 2026

The decree is valid from 1 January to 31 December 2026 and applies to all permit and data request decisions made during that period. The decree therefore also determines the prices for data requests as well as data permit and amendment applications that were pending before the decree entered into force.

The fee decree also defines the costs of hourly data processing and other work carried out by Findata. If a permit decision is made in 2025 but the data processing is carried out in 2026, the hourly work will be charged in accordance with the 2026 fee decree.
