Stakeholders are invited to take part in a public consultation on seven draft guidance documents, aimed at supporting the implementation of the European Health Data Space (EHDS) for secondary use.
The TEHDAS2 public consultation aims to gather input from stakeholders, such as public authorities, data users, data holders and the general public before the guidelines are finalised. The consultation is open until 28 June 2026.
The documents will help with the early-stage EHDS implementation, guiding health data authorities, data holders and data users in fulfilling their future responsibilities under the EHDS Regulation. Some of the deliverables will also support the European Commission in putting the Regulation into practice.

Together, these drafts address a range of governance, operational and transparency-related questions relevant to the secondary use of health data under the EHDS.

A three‑wave process
The TEHDAS2 public consultations are carried out in three waves: January–February 2025, September–November 2025, and May–June 2026. This consultation represents the third and final round.
Following each consultation, the authors review the feedback received and use it to finalise the documents. The final deliverables include a summary of comments submitted and an explanation of how the feedback was addressed.
Feedback received through the public consultations helps ensure that TEHDAS2 outputs are clear, usable and responsive to real-world implementation needs across Member States.
