Survey responses are welcome from data users, data holders, and authorities working with health data, each from the perspective of their own role. The aim is both to map relevant stakeholders and to build a comprehensive understanding of needs and challenges ahead of the practical implementation of the EHDS Regulation.
The European Commission is currently conducting a broad stakeholder survey on the implementation of the secondary use of data within the European Health Data Space (EHDS). The purpose of the survey is to identify key stakeholders and to assess the readiness, needs, and challenges of different actors in implementing the Regulation.
The survey is intended for health data users, data holders, public authorities and other relevant stkaeholders. The results will inform technical solutions and the support provided to stakeholders.
Respondents only need to complete the sections relevant to their own role:
- Researchers and other data users answer questions related to data use and competence needs.
- Data providers and data controllers answer sections concerning dataset descriptions, quality requirements, and infrastructure.
- Trusted bodies, public authorities, and actors involved in cross‑border activities respond to questions related to their specific responsibilities.
All respondents are also asked to provide their views on the barriers, readiness, and support needs related to the implementation of the EHDS before the Regulation enters into application.
The survey is carried out jointly by IDOM and the Instituto Aragonés de Ciencias de la Salud (IACS).
Respond to the survey by 27 March 2026:
