Findata will introduce a new e-service in autumn 2026. The renewal aims to make applying for data permits easier and to streamline collaboration between applicants and data controllers. The e-service has been developed as part of the FinHITS project, co-funded by the European Union.
The most significant change is the integration of the national Data Resources Catalogue (Aineistokatalogi) into the e-service.
“In the future, applicants will be able to describe the data they need and related data extractions by selecting information directly from the Data Resources Catalogue. This will make preparing applications clearer and support collaboration with data controllers already when preparing the application” says Maari Parkkinen, Development Manager at Findata.
Applying for amendments to existing permits will also become easier.
“The new service will introduce a project level that brings together all applications and permits related to the same project. As a result, applicants will not need to enter the same information again when applying for an amendment permit, as previously submitted information will already be available,” Parkkinen explains.
The new e-service will also provide organisations with greater visibility into applications submitted and permits granted on their behalf. For example, universities, wellbeing services counties and companies will be able to view which permits have been applied for and granted in the organisation’s name, as well as who submitted the applications.
Acting on behalf of an organisation will require a Suomi.fi authorisation in the future, improving information security. Support for Virtu and Haka authentication will be discontinued.
Schedule
- The new e-service will be introduced in autumn 2026. The exact launch date will be announced later.
- Applications that are already in progress will be processed in the current service. New applications can be submitted through the current service until the new service is launched.
- After the new service has been introduced, applications can no longer be submitted through the current e-service. This should be taken into account, particularly if you have application drafts in progress.
- An information session for customers will be held in Finnish on 20 August 2026 and in English on 6 October 2026.

Orders for Tunneli user accounts and data processing services, as well as GDPR requests from citizens, will in future be submitted through the Turvaviesti service.
Current e-service available during the transition period
The current e-service will remain available during the transition period in autumn 2026. However, the submission of new applications through the current service will end when the new service is launched. After that, all applications must be submitted through the new e-service.
Applications already in progress will continue to be processed in the current system. We will provide more detailed information later on when the current system will be fully retired.
Findata will organise an Application clinic regarding the new e-service in English on 6 October 2026. During the session, we will present the features of the new e-service in more detail and answer questions.
