The Ministry of Social Affairs and Health invites stakeholders to submit their views on a draft government proposal defining how the secondary use provisions of the European Health Data Space (EHDS) Regulation will be implemented in Finland. The proposal addresses, among other things, permit procedures, the roles of authorities and citizens’ rights.
The draft proposes a new act to complement the national implementation of the EHDS Regulation, making use of national discretion. In addition, the proposal includes amendments to existing legislation.
“It is great to see that the national implementation of EHDS secondary use has reached this stage. The preparation has been extensive and thorough under the leadership of the Ministry of Social Affairs and Health, in close cooperation with various stakeholders,” says Mervi Siltanen, Acting Director of Findata.
The aim of the EHDS Regulation is to improve citizens’ access to their electronic health data, promote the secure use of data in areas such as research and policymaking, and strengthen interoperability between electronic health record systems across the EU.
“The consultation phase is an important step in ensuring that national solutions are clear and functional from different perspectives – those of data users, authorities and citizens alike,” Siltanen notes.
The implementation of the EHDS will proceed in phases. EU-level implementing acts will be finalised at a later stage, and they will also influence national solutions.
