In Findata’s new e-service, submitting applications and Kapseli orders on behalf of an organisation will generally require a Suomi.fi mandate. Mandates can already be requested and granted.
In Findata’s new e-service that launches early next year, a person can act on behalf of an organisation if the organisation has granted them a Suomi.fi mandate. Some people can act without a mandate based on their role recorded in Finnish registers, such as the managing director or an authorised signatory of a Finnish company. Representatives of foreign organisations always need a mandate.
The change helps organisations control who submits applications and Kapseli orders in their name. Applications and orders are also linked to the right organisation, which improves data protection.
Which mandate do you need?
Findata’s e-service uses two mandate themes in Suomi.fi e-Authorization. Management of permit and service matters related to the secondary use of data is needed for submitting applications and Kapseli orders.
Viewing permit and service matters related to the secondary use of data is meant for those who need to view all applications and orders made on behalf of the organisation. It does not allow submitting applications.
What foreign organisations need to know
Representatives of foreign organisations always need a mandate for transactions. Foreign organisations usually have to apply to the Finnish Digital and Population Data Services Agency (DVV) for the right to grant a mandate before anyone in the organisation can grant mandates.
Requesting and granting mandates in Suomi.fi e-Authorizations requires Finnish identification. People without a Finnish personal identity code and Finnish identification credentials need a foreign user identifier (UID) and the Finnish Authenticator application. This applies both to those who request mandates and to those who grant them.
Prepare for the change
If you act on behalf of an organisation and do not have a register-based role, request a mandate from your organisation in Suomi.fi e-Authorizations.
If no one in your organisation can grant Suomi.fi mandates, your organisation must first apply to DVV for the right to grant a mandate. This may apply to public organisations, for example.
