Ensure the correct address for the data permit or amendment application.

Select the controllers from which the data will be retrieved

Apply for the permit directly from the controller concerned.

When the application concerns the data of a single controller, that controller processes the application and makes the permit decision.

Exception: the Wellbeing Services County of Itä-Uusimaa has transferred its permit authority under the Act on the Secondary Use of Health and Social Data to Findata. If your application concerns its data, apply for the permit from Findata.

Apply for the data directly from the controller concerned.

The Digital and Population Data Services Agency, the Finnish Centre for Pensions and Statistics Finland process the application themselves when you apply for data from only one of these controllers, or when you combine data from these controllers only.

When data from these controllers is combined with data held by a controller in the social welfare and health care sector, with the register data of a private social welfare or health care service organiser, or with data stored in the Kanta Services, Findata processes the application.

We process the application when it concerns

  • data from several public social and health sector data controllers
  • register data from one or more private social welfare and health care service organisers
  • data from a data controller that has transferred the right to issue permits to Findata
  • Findata’s ready-made datasets, or
  • customer data stored in the Kanta Services.

The Finnish Supervisory Agency and the Finnish Medicines Agency Fimea have transferred their right to issue permits under the Act on the Secondary Use of Health and Social Data to Findata.

We process the applications, make the permit decisions and take care of the processing of data based on those permits on behalf of these data controllers.

The Finnish Institute for Health and Welfare (THL) has transferred its right to issue data permits to Findata.

The transfer does not cover:

  • data requests under the Act on the Secondary Use
  • THL’s internal permit administration
  • permit administration concerning the disclosure of samples and data transferred to the THL Biobank.

If you are applying for statistical-level data with a data request, submit the request to THL.
