The Care Registers
The Care Register (Hoitoilmoitusjärjestelmä, Hilmo) maintained by the Finnish Institute for Health and Welfare (THL) is Finland’s key nationwide data source for health and social care. It covers information on service use, hospital access, population health issues, health promotion services, and professional practices in care.
THL receives data from all public and private providers in health and social services.
The Care Register is structured into three registers:

Hilmo: specialised care, hospital inpatient care, day surgery

Avohilmo: primary care, including outpatient and home nursing services
🤝
Sosiaali-Hilmo: social care services, including institutional housing and support services
Care event data from 1969 to 1993 are registered in the Hospital Discharge register.
